the vox said "freeman you are wanted for pass port inspection
and if i type that message in, it doesnt work

The Vox uses the lines in Half Life 1's Files.

Passport
wanted
and inspection are not in the games files

They only recorded what they needed, so no the mod creator cannot add more lines.

there seems to be a workshop addon that allows you to use vox to say words in HLVRAI like passport and also benrey ( !! ) just search 'half-life announcer' and you should find it
