If there is an VISIBLE enemy within VISIBLE range of hook, it should start automaticallly spinning, and keep spinning, even if enemy the goes into fog of war, pudge keeps spinning if he doesnt move. Once pudge moves, it stops spinning.
The enemy might have run away, tp'd to base, no longer in hook range, but the pudge player doesnt know that.
It will in no way give any advantage to a pudge player.
It will just be a cool passive addition to the game.
I think its ok when the user of cosmetic him/herself takes a little disadvantage (not advantage) since he/she decides to use it.
Also the spinning could be used to fake hook attempts which would be powerful and so i rather think that this item changes the hero too much for a cosmetic only.
