Transfer system / clean up bordergore option

Would it be possible to get a vassal contract option that allows us to transfer an uninhabited system from the vassal?

This would have a loyalty penalty like "integration allowed" and you can only do it once every 10 years.

I want to keep my vassal independent, but fix the borders slightly.
