I'm currently figuring that out. I think what it is is the weight dinos are spawned in based on the level category

Official Level Weights:
Level Range------Weight---------Lvl At Official Difficulty------Probability
1-5--------------------1.0-------------------5-25-----------------------54%
6-12-------------------0.5-------------------30-60---------------------27%
13-20-----------------0.25-----------------65-100--------------------13.5%
21-30-----------------0.1------------------105-150-------------------5.5%

So in the ini under [CustomLevelDistrib]

TinyWeight=1.000000
LowWeight=0.500000
MediumWeight=0.250000
HighWeight=0.100000

So you can tweak the rate dinos spawn at specific levels.

Could be wrong.

I'm not 100% here, but I think you hit the nail on the head with this

After sending that message im not 100% sure anymore, I tried using the method you used but dinos are still spawning at levels very close to the level cap despite making high weight like a 5% probability of spawning
