Are my current settings, playing single player SE with my difficulty = 1 and my override set to 5. Everything else spawns appropriately, but the wyverns won't spawn higher than 150.. Anyone have any idea what I am doing wrong? Thanks!

Looking at your config, seems you want dinos to spawn at 150 and wyverns to spawn at 190. If this is all correct you can remove the weights.

LowWeight=0.500000
MediumWeight=0.250000
HighWeight=0.100000
TinyWeight=1.000000
