Hello, I'm currently in the middle of a Korean playthrough, I started in 56 and the year is currently 1214. I noticed in my previous playthrough as Japan that lasted until 1450 that the AI is seemingly unable to form Mongolia, I even tagged over to the Khalkha AI nations to see if there even was an decision but there are none, only Yuan and the decision to form the ♥♥♥♥♥♥ Empire itself is available. The Wiki lists requirements to form the nation but even completing all of them doesn't make the decision appear. Is my game bugged? or am I missing something.
