First of all I forgot to mention that I'm running Win10 V1903.
I disabled and re-enabled the .Net Framework 4.8 install in the Windows Features list (since it's apparently impossible to actually remove it since v1903 or something like that (?) ) but it did not cause any change either.
I re-checked the port(s), checked the Firewall rules, everything seems to be setup as it is required.
On a sidenote, when I tested it on my Surface tablet I was indeed able to host without any problems, but at least regarding the .Net Framework feature I could not spot any differences to my desktop PC. When I was hosting on the tablet a friend of mine was also able to connect (no error on his end, it displayed that 1 player was connected) but we didn't test any further since the game isn't running that well on a tablet to begin with.
The tablet is also still on Win10 v1903, but quite a few updates behind my desktop pc. I don't know if there is any other update "missing" in comparison to the desktop pc that would target .NET Framework, except for the most recent one (KB4576484 Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10 Version 1903), and cause the problem though.
So overall I'm pretty sure the problem is related to the .NET Framework installation on my desktop pc, as everything else like the port forwarding seems to be fine.
But so far I could neither pinpoint the exact reason, nor find a solution yet.
