Where do you get a horde beacon?
Is there a specific spot on the map, or is it just pure loot luck?
On a side note, where are the friendly npc's?

The Horde Beacon MUST be crafted, it cannot drop anywhere. You'll be able to search for the crafting recipe in-game if you have some Tape in your inventory.

As for friendly NPCs, they don't appear at all until after you use the teleporter at the Gas Station. And, in order you use that, you need to give a Horde Beacon (the new one for the map, not the vanilla one) to the green graffiti on the wall.
