Solution:
When you have the Z-Levels mod enabled, you can go to the options and set up keybindings for switching layers.

I have mine binded to my "-" and "+" keys for example.

You will notice you cannot view an infinite number of z-levels up or down because you must unlock or explore these new maps by manually guiding a colonist to the stairs to "explore the unknown."
