Formable nations not forming
With some formable nations, conquering the required land does nothing. just doesn't let you form it even if you control the entire map. The frame is there but not the flag. please look into this.

For me the flag was in the frame but nothing happened when I clicked it

yeah same i had all the land for the CSA (the communist one) and yet i couldnt form it

shame because as a small state youre fugged if you cannot form a nation

I chose to run state integration, somewhat mitigates this issue but is by no means a fix
