On a list given by the creator, I managed to make certain character spawn the first part of the list. but most appear as elf sylvain and sometimes with competence and sometimes not.

I don't think you can spawn an agent (hero) of another race. I've tried that before and the only agents who I've got to spawn are of the same race.

I don't think this is something the mod can do. You can't spawn items that are locked by race or faction either (unless you're that race, obviously). Vampires can only spawn vampire equipment or generic (non-locked) equipment, which I believe is mentioned description of the mod.

To unlock race/faction locks would require something besides this mod, I think.

yes thank i have understand we can't do that sadly ahah.
i don't know if a mod would succed to do that, and we can have multiple race in one faction.
at least the hero.

I've been looking all over and tried (and failed) some modding myself using some guides. The only one I know of that allows you to hire heroes from other races is the "Recruit any hero as X" mods. I've tried the "Recruit any hero as Empire" mod and it worked OK. I had an issue with it, think it conflicted with another mod I was running and I haven't really used it. It also doesn't include mod factions/races and I think it had issues with certain vanilla heroes but I can't remember. I'll have to take a look at it again in the near future.

Other than that, I can't think of another mod that allows you to hire heroes outside your race.
