It wouldn't fit the setting of OWB.
To be honest, that is almost double to work, however, I will consider it.
1. Level 2 is a hard cap from the game. I could add traits which would show level further down the line.
2. Operations in your home/allies territory are a bit problematic as you can only do operations using the operation menu in other countries other than allies/you.
3. That's a nice idea, I will consider it.
Or as an alternative perhaps an option to smuggle advanced weapons from a certain faction (for instance the NCR smuggling some vertibirds from the brotherhood)
Also, the Sierra Madre and Big Mt. missions seem hideously strong as they are. Its basically potentially sacrificing only one agent and a relatively small amount of manpower and guns for an insane boost to consumer goods, caps, factory output, research, and resources (depending on your choices). Instead of giving the player all of this from just two spy missions, it would be more interesting (and probably balanced) if each expedition were instead a series of spy missions, with the first one being a mission to create an operating base in each area, and each subsequent mission being an expedition with a high rate of failure. This operating base would be similar to how you create contacts in other countries when you infiltrate them (with a similar chance of burning those contacts).
