Report a translation problem
I loaded up the Road to 56 and the compatibility mod, selected Latvia, and was still able to select all the new continuous focuses. I'm not sure what could be happening in your game. I would need more info on the state of your game to figure out why it isn't working.
I had to code it weirdly to get the focus to work as intended. The focus says it gives +150% building speed and everything else is given a -100% building speed, but there is not an "everything else" code that I could put in, so it's just -100% on all buildings including the Naval Base. In order to do that I had to give the actual build speed of the Naval base a +250% to counteract the -100%. That's why if you look in the building menu it will say +250% and -100% at the same time.
I just checked (just to be sure) and it does make the construction faster. If it does make it slower for you send another message, and Ill be happy to help. :)
Thanks for letting me know. I was able to figure out what the issue was. For some reason Kaiserredux decided to rename the invisible national spirit tag that is applied to your nation when you have that focus selected. I'm looking at a possible fix for it, but I might not be able to do much for wider compatibility sake.
