After colonising/invading a world, wait 2 months for an event to pop up. This event should enable you to complete a special project. Upon finishing this special project, you will have the Renew Arcology decision on your homeworld. It takes 1000 days to finish and upon doing so, all debuffs and negative deposits on the planet will be removed.

An event never popped up for me, can I manually trigger it?

The time it takes for the event to pop up may vary, so try waiting a bit longer and make sure the colony is fully colonised (as in you can build things on it). If it's not popping up or you just want to speed things up, enter "event arcmas.32"

Hm, yea, I invaded a primitive planet about 2 years ago so I just wanted to make sure, thanks!

The event does not trigger any special projects for me or pop up any events unfortunately?

Oh I forgot to mention, that event is a planet event, meaning you have to select the planet for it to trigger on. As you're triggering it manually, try selecting your colony so that the planet UI shows up, and then enter the command into the console. You can check if it worked by seeing if the planet got a special planetary modifier.
