Try to run this command below and restart your game.
It will delete all files related with this mod.

del /Q %userprofile%\Documents\Klei\OxygenNotIncluded\mods\Steam\2021164231

And if your game's build number is below 449549. try to update your game. I tested this mod with build 449549.
The current latest build number is 449549(EX1 S6-449549-D).

The build number is the same and your Mod has been removed and reinstalled but the game still does not recognise it as being compatible :(

Try to replace mod_info.yaml with mod_info.yaml in other dlc compatible mod.
I had same issue when developing. And it solved by use mod_info.yaml in other dlc compatible mod.
