I'm guessing you're in Single Player? You will need to give Shiny a little time to work. Shiny doesn't spawn any new dinos-- it periodically scans the dinos on your map, picks an eligible one, and makes it Shiny. If you like, you can give it more aggressive rates in your config. The .ini options won't appear in your config file automatically-- you'll have to put it there.
