I need a full specs. Like RAM, the exact processor and gpu to help you.
Maybe you changed some settings on your PC or something but i'll give you some commands that may help you, since GMOD doesnt uses GPU that much, only the CPU.
Type these commands that will boost some fps, since you have a good CPU.
r_3dsky 0
gmod_mcore_test 1
mat_queue_mode -1
cl_threaded_bone_setup 1

Are you saying that your fps are still stuck at 10fps?
How many cores are your PC using? Check on msconfig and tell me.
Well, since you have a good CPU for gmod, i would recommend you to enable ALL your cores and add more ram on msconfig. After that restart your pc and tell me if something changed.
Then the best option for this is to uninstall some addons. Since you don't have a good setup and you're using only amd's graphics.
