Players Cannot Establish Governments
Even well after 6 population, there is no option to get off of "Tribe" government, despite the fact all the AI civs have governments. I see multiple other people in the comments have this issue so I thought I'd make a post to formalize the issue.

i love the concep of these mod but i was never able to chose a goverment
