You can literally change the crafting cost of any engram in the game...
Ok so red herring aside... My advice is still accurate.
Vanilla game provides mechanics for editing existing engrams/recipes. There is no mechanic for adding your own new ones without creating mod.
Simply searching the mod directory for "PrimalItemResource" should output anything that is customisable.
Though I do not see any ingots when i search.
