I don't quite understand what you mean, but you can manually create a "Custom Hero Chaos" room and choose to turn on cheat mode, so there will be a cheat menu in the game, click the Add Skill button inside, and a list of all skills will pop up.

What I meant was, as far as I understand, not all abilities from base dota 2 are in the custom game for balancing reasons, and I was just wondering if there is a list of those that are banned pretty much. I will check the list with the cheat mode though.

How can I do it? Is it "~" key where you type "cheat menu" or is it done any other way?
