I know this is taking it in a different direction of sorts, but here it goes:


Name: Heat-Blaster (reference to the slang "Heater", and fits the scouts dialect and vocabulary)

Stats & Properties 01:
+damage to players on fire
Slower reload
+ammo per clip
- bullet damage

Stats & Properties 02:
after charge-up, release some sort of ignition against others(Incendiary shot that has distance and maybe accuracy but projectile-like speed, burst of flames similar to air-blast but one that is of fire, or maybe something that requires that you be melee range to use on someone; kinda taser-like)
- bullet damage
+ammo per clip
+fire speed
scattergun-like reload speed

Stats & Properties 03:
On each hit, target is made flammable for 1.5-2.5 seconds, and secondary is used to ignite in melee range.

As you can clearly see, I've taken a kind of much needed(for the scout) approach for this weapon. Something that can ignite other players, the scout has something to be used against player on fire, but its usless unless you've always got a competent pyro-buddy.
Also, another reason for this approach is because the weapon itself looks like it is designed to handle heat! the holes in the side of what looks like some sort of heat-shield, or something.
