Sorry didn't know if I could go into detail about it or whether I should be vague XD For those who wish to help the following is the exact steps I took to uncover the hunt, but I urge you to try and find it yourself because it is a fun challenge! However the following is the solution so far: Using the final change log message from Septermber 1st the Emergency Protocol 1 string ending with the = sign is a base 64 encoding. So using a base 64 decoder, which you can google, you will get a url to a site. The dirrect link doesn't quite work but removing the url until you get to .com will get the page to load, which is the TARDIS control panel. From there the only thing that is functioning is the logs. If you go to 01092020.txt you will see that the TARDIS is detecting and update to the "core" which I presume is the TARDIS rewrite. It then says that it is receiving new bytes. This massive string of numbers and letters is again an encoded text entry. Decoding it with several different decoders will reveal multiple clues/possible solutions. The first is lines of what I believe is Korean, Polish, and Chinese using base64 decoder again. The second is the following text using base16 decoder

The above string of what looks like gibberish is definitely something, I have yet to figure out what though...
This is as far as I have gotten but the site appears to be updating over time. Any other findings I will continue to document them here, and with any luck we can fix the core and gain access to the TARDIS's other systems. Above is the most recent translation attempt, if anyone can fill in the blanks don't hesitate to do so!

Alright so throwing that Gibberish into a text to hex machine will get you, well more gibberish, but with numbers! Throwing those numbers into base 64 decoder will get you what appears to be... more other languages I cannot read, which goes like this

The keen eyed of you will notice this is the exact same message as the base 64 decoder gave when doing the bytes string, so I am back at square one...

Alright new message came in on the site, seems the good Doctor is trying to get some things operational, newest log has mention of a few key things such as the UI being partly functional and being set to basic mode. More importantly, new Bytes in the form of a hexadecimal code. Decoded it reads "I'm trying to make some systems functional.
I replaced the backup communications module, but you will hear from me soon.
Now i can also mess with some permissions." Good things come to those who wait it seems.
