You don't. It's not a mod. It's an item model that may or may not be added to the game by Valve.

You can't install Team Fortress 2 workshop items, sadly. The TF2 items are just ideas on the workshop waiting to be published. By thumbsing up a TF2 item you make it more visible for an TF2 publisher (or staff) to see this and add it to the game..yea
