I am playing with France.
I have been nominated and accepted to be the Holy Roman emperor.
All the electors decided to turn against me and declared war.
All the territories were conquered by my armies, yet still i have the public order penalty of -18 and the game states that there is 1 more territory left from the HRE which i cant find anywhere.
Any help here?
