Also, what is the state science institute supposed to add that isn't already in the game? There is already a science funding policy, plus some other reseach, technology and education based policies. This one seems redundant, and kinda OP.
Really happy about the income tax evasion law thing. It's exactly what this game needed.
I could make it cost no political capital so players can implement it immediately,what do you guys think about that?
About the state sciences institute: It is intended to be really expensive and take a lot of time to have it's effects fully implemented,but in turn it is rewarding with a strong influence on the simulation.
Also REDUCE IMPACT OF STRAY ANIMAL CARE ON CAPITALISITS! PLEASE!
