Docs
A documentation for me, so that I can create/manage several TC Mods and I still know which settings I have made where. Or someone can rebuild the mod ;-).

Set the StartRessources for Wood, Food, Iron. BaseIncomeForTier_0-2 set to 0.

Set all to 0. No Ressource from Villages.

Set all to 0. No Ressource for the tier level.

At Sar + Ger the Armor levels have to be adjusted additionally in Tech Tree.

I can't remember exactly which files and settings to adjust, but I think those were the following.
