Grants extra jump : the extra jump deals 10 damage when used
Deals damage on the player you land on
-30% damage vs players
20% higher jump
+ You can R (default) key to run on wall/ceilings for 4 seconds
- 20% more damage from all sources
+ Player leaves behind small shock waves on step (lasts 1 second) does 20 damage
This sounds amazing ^^^ except for the 20% more damage...how bout minus 15 health? But running on walls and stuff sounds amazing. Explain the shock thing more?

10% faster movespeed
100% [standard scout] run speed and 50% reduced gravity when running on walls
-20% splash damage
no damage by landing.

(pretty nice boots :D )
-50% Gravity
This is a negative and positive stat, as you jump higher and further but slower.

Coupled with the Soda Popper and Atomizer, you could make an Octuple Jump.
