Activating the mod on existing save?

Hey, so the mod is awesome but I had some problems fine tuning it so I disabled it on my last playthrough. Now I have edited the settings to my liking and activated the mod, but no survivors spawned in 14 days at least.

Is there a way to force survivors spawn?

I don't think they do. They NPC, as far as I know by now, they are spawned at the beggining of the game. Only raiders spawn after
