This would get soldiers to rocket jump more amd still deal a lot of damage!
For example: If a hit an enemy while rocket jumped the anchor mades him to follow me wherever I land. Or its like a hand brake at mid air
why?? who drowns in tf2?

If enemy is hit, he will slow down for 5 seconds

So basically it would deal less damage than shovel (32.5 On hit, 65 on Mini-Crit and 97.5 on Crit) but would not be useless.

He ia right, anchors stop people in water so how about
+ While Rocket Jumping, Press Mouse 2 to Drop an anchor that instakills when enemy is hit and stuns anybody nearby (One use per life or cabninet visit) When dropped, you move a limited amount based on where you are to the tip of the anchor
+If any enemy is hit while rocketjumping, it deals minicrits
-When anchor is in hand, your interia is reduced
-Slower swimming speed
-While covered with liquids (jarate, mad milk) you move slower
