Stats
maybe some extra damage underwater?
or minicrits at wet enemies?
with a normal damage downside, of course.

I would personally hope for some stats that demand skilled play. Something like the market gardener :3

I'd have no say in it if it did get chosen tho.

+100% crits vs enemys in water
+100% mini crits vs wet enemys
-70% damage vs non-wet enemys

I have no good idea.
Before the Equalizer was spli into two different weapons i thought up of the "Anchorlizer" XD. Kinda funny. But anyways I dont think underwater crits would be really effective considering there is not a lot of water in most of the maps. How about:

+25% damage
-15% movement speed

This would get soldiers to rocket jump more amd still deal a lot of damage! :spycon:

Imagine that the weapon makes modifies your rocket jump
For example: If a hit an enemy while rocket jumped the anchor mades him to follow me wherever I land. Or its like a hand brake at mid air

100% Mini Crit if enemy is wet
50% Slower speed on land
50% Higher Speed in water
If enemy is hit, he will slow down for 5 seconds

50% slower seems too much, because there's much more water than land in maps. I'm thinking something like
-25% speed on land
+100% speed in water
-25% damage if you or the target is out of water
Mini-crits if you or the target is in water
+40% melee range (because harpoon/anchors are big/ have ropes?)

On hit: Enemy becomes wet for 2 seconds
Always Crits on wet enemies
-50% Damage penalty
-10% Slower Speed when walking

So basically it would deal less damage than shovel (32.5 On hit, 65 on Mini-Crit and 97.5 on Crit) but would not be useless.

-25 Firing Speed (It's an anchor. seriously.)
+15 damage
+ Mini crits under water
- Pulls you under real deep while in hand

It says "It's a pickaxe with shovel tips!" so I think it should do more damage. And an anchor stop boats in the water so maybe a -move speed in water?

He ia right, anchors stop people in water so how about
+ While Rocket Jumping, Press Mouse 2 to Drop an anchor that instakills when enemy is hit and stuns anybody nearby (One use per life or cabninet visit) When dropped, you move a limited amount based on where you are to the tip of the anchor
+If any enemy is hit while rocketjumping, it deals minicrits
-When anchor is in hand, your interia is reduced
-Slower swimming speed
-While covered with liquids (jarate, mad milk) you move slower

*I don't know if this is overkill, just say it, I don't mind
