How exactly are Simple Objectives captured?

Glad to see HAL is being updated again - can't believe I wrote that RHQ modules guide way back in 2021, I feel old just typing that. Picking up HAL again after so long, sadly I remember one of the reasons I shelved it.

Does anyone knew for sure how Simple Objectives are captured?

On default settings, the module says that you need 10 friendly units (not groups) within the friendly cap radius of 300 meters. If an enemy enters that radius, the point is considered lost.

In practice this doesn't seem to be correct. Even if you set the friendly unit requirement to just one and park yourself in the sector, no enemies around, it still won't cap. HAL seems to decide at random when it's considered captured, which leads to confused players wondering why a point completely devoid of enemies for miles is not being taken.

What's going on here? Is this bugged, or is there something I'm missing?

As a workaround, I've been using a "Seized By" trigger which adds/removes the objective module from each HAL commander's "RydHQ_Taken" variable, but this seems like a band-aid and I don't know if it's screwing up anything else with the cycles or orders.

Any insight would be super appreciated!
