The Imperials are always -100, even when you do successful peace talks. They still send you quests that offer favor as a reward. Quest completion and prisoner releasing does not change faction relation, even though the game says that you gained favor from it.

The faction menu does not list them as permanently hostile like the pirates. I'm not sure if this is intended behavior or not.
