Not enough pilots to launch
Can't seem to find anything on this error, or even this mechanic. What does it mean and how is it solved?

do you have a colonist loaded in? in old versions you could launch these with no pilot, but for a while now you have needed a colonist on board to launch

look in the mod settings, it has a number field for how many colonists are required to launch for each shuttle

The trouble ended up being that no one had boarded yet. I guess I just got lucky the first few times I did this, and they loaded up as soon as the helicopter was ready. This time, for whatever reason, they did not. Thanks @Chaos Effect, that turned out to be the answer.

Also, thank you for the answer @Smash Phil, just turned out to be a bit of RimWorld jank is all.
