How about a utility?
Instead of it being a misc, how about something like the spell-books or canteens, you put it on as a utility, and it allows you to see a spookier skybox, sound effects and etc., as well as any Halloween cosmetics you or other players have on. The trick would be that anyone who isn't wearing them still see the vanilla game.
