So, I was thinking

+20% slower swing speed
-10% damage

On hit, build Oooh
On full Oooh: Alt-fire to strap the rocket onto your back and start traveling very quickly in the direction you are facing, you can change weapons but your melee gains crits, effect lasts 10 secs. You can fly with this.

+The first hit explodes and lights all enemies on fire for 8 sec in the explosion radius

-50x damage
-Unusable after first hit
-Can not be restocked

Basically a caber for pyro.
