You can't just add a bonus effect. There needs to be a downside for balance.

Ok what i think should be done is if you do like 300 to 400 damage you have fully charged rage and when you right click it heals you to 400 health (goes down just like over heal) and restores all of your ammo
so the states look like this

After reaching 300 damage you fill your charge (rage) bar when you right click it heals you to 400 health (the extra 100 health goes down just like over heal)
Down sides
25% less damage
no random crits
25%slower spin up time
Can only hold up to 150 ammo (could be removed but i am trying to balance out the re heal thing)
