I was thinking that it kinda' looks like an electric minigun.Soooooo:

+30% Firing Speed
No reload (kinda like the cow mangler 5000
No spin up
-30% damage to sentries
alt-fire:creates a charge that stuns up to two enemies

feel free to argue about the no reload, but thats how I thought an electric minigun
would be. = )

no reloading as heavy? sounds too op for me, but maybe it could work with a damage decrease or another handicap
