Navajo could work on modernization, building factories and infrastructure. Democracy route would lead mostly to sucking up to neighbors, maybe even a unification of Desert. Communism route would lead to puppeting Utasia and going on to invade their four neighbors. Fascism route could lead to a coup in Utasia merging them into the Neo-Navajo Empire. Staying on the path (Non-Aligned) would have to lead to a tribal marriage with Utasia, and who knows an accident could happen causing Navajo could inherit Utasia. Following this course they could go on to take the West Coast forming the Native American Tribes. This just my rough draft of Navajo. Extension could probably be used. And the Native American Tribes could definitely be used with every Indian nation.

Navajo should have a reclaim Shoshoni land as a annex tree ( Nevada, Idaho, and Arizona). A Democratic route could include Forgive the Colonizers and it could give a man power boost. A Fascist could be have a route called Reap What They Sow where they get a boost to civilian factory constructing. Also, a military military political tech that makes Navajo nation have stronger Calvary I think a big theme should be a reclaiming of independence.
