Some ideas I had

Something about the development of the pease air Force Base would be nice. After ww2 it became a major base for the entire country. But it was developed heavily during the war. The focus tree could add airport slots there, maybe a manpower boost and free bombers.

Annex/puppet goals against vermont because they are essentially rival states.

Nh was the first to establish their own government in the revolution, so maybe make them have more political power or political type things than other states. It is also claimed that nh was the first to declare their independence, so maybe they get a buff from the 50 states splitting.

Possibly gives an opinion boost with Japan and Russia, because the russo-japanese peace treaty was signed in Portsmouth.

Maybe a focus that takes the "live free or die" motto to drastic measures. Maybe a massive manpower buff and increased factory production when in a defensive war.

A decision to demand kittery from Maine over the Portsmouth naval shipyard (the two argued about whose territory it was in until 2001 when the supreme Court decided it was in Maine.) After it is in NH control it could open a submarine focus as the PNS produced over 100 submarines between 1932 and 1945.

That's all I can think of off the top of my head right now, but I'm sure the mod creator could use new suggestions!
