Some ideas i had for a virginia focus tree would maybe have a split path between a "neo" and "old" USA. It first starts off with annexing West Virginia and then splits into going south or north. If you go south you go for annexing southern states and forming a new confederate states of america. If you go north then you put together the original 13 colonial states (and maybe some more) and form the "New Eastern United States" or something of that title.
There also might be a focus set for more research and bonus to resource efficiency gain and refinerys.
