Perhaps some form of Urban Camo? Another suggestion could be poachers.

Or if you want to you could re-do the Desert and Forest (but still keep the ones you have) and do a Digital Camo for them.

That would make sense since Civilians probably not would be able to get their hands on Digital Camo.
