I was promoted by Sultan, emir to hakim.
What is changed? Can someone explain this situtation, please?

That is title, you have right to appoint NPCs as your sub-vassle, they can manage the fiefs under your banner and command troops that can only summoned by you. Once you become a Duke or Emir (or any highest rank of nobility you can get), you can get any settlement from your siege and it won't be pass by any vote.
