The Anglo Saxon Cultural Mechanics: Fyrd and Burghal
Intent
We felt that the Fyrd mechanic from the base game, a carbon copy of a similar mechanic from Bretonnia in Warhammer II, did not fully portray the Fyrd. We further felt that the Burghal mechanic wasn't particularly compelling.

The Fyrd Mechanic

Our new Fyrd mechanic does not use the faction UI bar at all, instead it is based upon the seasons.

Fyrd units, available to both Anglo Saxon Kingdoms factions, are free to recruit during the Spring and Summer. This makes it much cheaper for the Anglo Saxons to levy an army of their relatively strong peasant units quickly. However, there is a downside: the Fyrd expects to go home during the Harvest and Winter, and as such the Fyrd units can not replenish during those turns.

The Burghal Mechanic

Rewards the player for keeping all of their Governors loyal, or punishes the player for failing to do so. This is meant to encourage care in assigning governors and to create tradeoffs between having a governor at all, and receiving the powerful Burghal bonuses.

While all governors have 5 or higher loyalty, the Anglo Saxons benefit from halved upkeep costs on their Fyrd Units, and a +1 boost to your faction's Allegiance. On the other hand, failing to content the burghal will spread Usurper Allegiance at +1 per turn. This drawback is not enough to cripple you, but can make maintaining your Empire more difficult when your resources are already strained.

Build a united kingdom to survive.

We will likely add some events interacting with these mechanics in the future.
Furthermore, we will tie these mechanics into the decrees system for the Anglo Saxons when decrees are finished.

This is a very nice change, however, I feel that the effect should scale, the more the number of loyal governors the better the effects, right it feels like from 0 to one less than max, I get +1 Usurper Allegiance, and at max I get +1 faction Allegiance and -40% Fyrd Maintenance. In other words there is no difference between having a 0/10 Burghal or a 9/10.
