All you have to do is go to your dedicated server folder and garrysmod and go to lua. Once you are in the lua folder of your dedicated server you make a new folder called "plugins". Now go into your plugins folder and make a txt file and name it "♥♥♥_disablekill" and save it.

Then you open the text file and copy and paste everything from here http://assmod-2-3.googlecode.com/svn/trunk/more_plugins/♥♥♥_disablekill.lua


You are able to change the local message to whatever you'd like and where it says "false" change it to "true"

if you dont want the local message to pop up replace the 3 with a 0

When you are done click save as and make sure the file type is all and change the file extension to "lua". Now when you join your server you should be able to kill yourself. Hope I helped you
