Strictly speaking this will allow the sniper to double tap targets that would otherwise surivive a single charged shot, such as heavies.

PROS:
+100% shots before reload
+15(maybe 20)% fire rate
CONS:
-15(maybe 20)% damage (I'm not sure about this, but I want it to have do less damage, but be able to oneshot headshot spy, scout, sniper, medic!)
+35% reload time
The general idea:
So since it has two barrels, the rifle should be able to shoot twice before needing to zoom out and re chambered another round. This gives a semi hitman's heatmaker effect. However, at the cost of being able to fire off these two round in quick succession, it would do less damage and would have to take longer to reload both rounds.
PS: The reason why I didn't have it fire both rounds at once was because that either useless or OP...
2 rounds at once that do a lot of damage = ~300 headshot damage uncharged, with an upwards of ~900 damage fully charged!
2 rounds at once that do little damage = useless because at that point it makes more sense to use the stock or something else.
You have to be aware that just because it has two barrels doesn't mean it would fire two rounds at once. In fact, it doesn't even make sense to do it like that because if it remains as an accurate sniper (Like all snipers should be) all you're doing is giving it a damage buff. "But Mr. Toaster, what if we take away some of its damage so that its not a straight damage buff!" Really... Its still either a damage nerf or a damage buff. You have to stop thinking about it as firing two rounds at once, and more of how much damage it puts out per click.
I dunno, it just seems like IF they were to implement this (Which lets be honest, Valve won't because they don't even play the game enough to understand what to and what not to add in) we wouldn't want it to be some very small changed, useless sniper! Think about your favourite weapons... They're the best (In your mind) because they are unique and have either general stats or special stats for special playstyles.

EVERTHING is DOUBLE!
basically. if you have 2 barrels. that means 2 bullets. which means more damage yeah yeah. everybody knows that. it would have a double slower reload speed,double slower charge time etc. etc.
