With current content its either not possible, or would be hard to do. Afaik AI can't use the ships, and i haven't found a fitting map for this concept yet.

A mod was released that makes the AI use the ships better. So I'm hoping for this.

If AI can use Nassau 1715 ships, then we would still need a fitting map. Currently theres only one map with a settlement... One settlement. In order for antistasi to make sense we would need 10 nice islands with couple of villages and forts.
