It could be on other disk, I had the same issue. Try checking other disks, maybe you have it there. I have black mesa on disk D, but the mod was in disk E

just copy past folder bmmilitary and Launch Black Mesa Military.bat in the blakc mesa folder
to luanc the game you just lcik on bat launch file
