No Freeway on Spawn?

I've restarted the map multiple times but there is no freeway that spawns. I don't have any mods except for the ones the map suggested to download. Please help :')

The map uses the roads from Network Extensions 2, make sure you have that installed AND enabled in the content manager in-game.
