Updated: For the epic store version, once you initiated the game there will be a folder called: Sid Meier's Civilization VI (Epic) in My Games.

That's right. I forgot to mentioned that.

I've installed this mod and it appears in Mods section as Enabled, but the game has the same look :/ What am I doing wrong?

If you downloaded from Epic, the default folder installation is:
C:\Program Files\Epic Games\SidMeiersCivilizationVI

Are there user created mods on Epic's website? I can't find this mod there.

Where you can find mods: read the wiki (link above). There are mods that you can't find outside steam, but this one you can find it in Nexus Mod (the wiki says about that site).

Try searching on google for websites to download from workshop just passing the URL, I know a couple of them.
