Colonist always dropping equipped gun

Trying to get my colonists to just use guns from being tribal but as soon as they have it on them and they are undrafted they haul the wepons to my storage, me being a idiot or is it a bug?

I've tried setting loudout but the option to even open the window will dissapear after the first time I try it

open your assign tab. there you will find the missing loadout window
