I've been through maybe 4 games now where relatively early in the game, I'm talking first year or so, I get a raid that includes at least one guy wearing recon armor and carrying an LMG or similar tier weapon. Meanwhile, I've barely got any armor yet due to lack of research progress.

If there something I can tune somewhere to prevent these recon guys from spawning in and wiping my entire combat line? Otherwise, any suggestions how how to deal with 35 armor dudes when all I have are bolt action with AP that seem to bounce off most of the time and melee weapons that can't do anything?
